Policy Papers: Responsive Government
As a Civics teacher, Dominic Caserta has engaged students about our democratic system for the past 11 years. In Sacramento, however, the system has broken down into partisan paralysis. This is due in large part to our politicians' failure to keep close ties with their constituents and their concerns. Dominic's top priority will be to reconnect voters with their elected officials through a system of "re-governance."

To foster a more responsive government, Dominic proposes:

  • Caserta Community Committees, in which a staff captain in each city works with community leaders on issues of concern to them. Also, Dominic will meet with the leaders to develop legislation.
  • Caserta Town Hall Meetings, in which Dominic will meet quarterly with constituents from each city in Assembly District 22 to consider their concerns and needs.
  • Creating a citizens commission to take redistricting out of politicians' hands and create more competitive and representative legislative districts.
  • Setting up a publicly financed campaign system, like the one in Arizona, which provides full public funding for candidates who raise a certain amount of $5 contributions from voters.
  • Eliminating the two-thirds threshold for appropriations in the Legislature to no more than 55 percent.
